Цветелина Милчалиева бе избрана за титулярен член на ИК на IndustriALL

Председателят на Федерацията на независимите синдикални организации от леката промишленост (ФНСОЛП) към КНСБ Цветелина Милчалиева беше номинирана и единодушно избрана за титулярен член на Изпълнителния комитет за Югоизточния регион на IndustriALL Global Union.

Решението за високата позиция бе взето на 14 септември на Третия конгрес на IndustriALL Global Union „UNITED FOR A JUST FUTURE“, проведен  в онлайн платформа с участието на над 600 делегати от цял свят.

През изминалия мандат от 60-те члена на Изпълнителния комитет на IndustriALL Global Union само 25 са били от регион Европа, като до момента титулярната позиция е била заемана от Маре Анчева, Северна Македония (сектор “Метал”).

Изпълнителният комитет на организацията е органът, който разглежда и гарантира, че всички дейности, решения, резолюции, предложения и политики, приети от Конгреса, се изпълняват до следващия. Той определя насоки за секторната работа, взема решения и за регионалните планове за действие, обсъжда общи политики за разглеждане на приоритети и въпроси, специфични за региона, подпомага регионалното прилагане на общите политики и приоритетите на IndustriALL, решени от Конгреса, въз основа на приоритетите и ресурсите в тези региони.

В приетия на 15 септември нов План за действие (Action plan) някои от по-важните стратегически цели и действия на Глобалния съюз на IndustriALL Global Union ще бъдат насочени към:

– Ратифициране, прилагане и зачитане на всички международни трудови стандарти;

– Подкрепа на основните членове по прилагане на политиките за отстраняване на пропуските в прокарването и прилагането на международните и националните стандарти на труд;

– Подкрепа за разработването и прилагането на национални планове за действие за заплата за издръжка;

– Създаване на работна група за равнопоставеност между половете в рамките на Женския комитет, състоящ се от равен брой мъже и жени, включително и младежи, които да работят за увеличаване на участието на жените в индустриите, и гарантиране на лидерски позиции за жените в нашите организации през укрепване на демокрацията;

– Подкрепа на усилията на основните членове в колективното трудово договаряне за постигане равенство между половете, защита на жените от дискриминация, сексуален тормоз и всички форми на насилие, включително чрез обвързващи и изпълними ангажименти по веригата на доставки;

– Изискване на действия от правителствата и работодателите за отстраняване на специфични опасности в производствата, като работата с азбест и силициев диоксид;

– Призовава правителствата да предоставят сигурни и приложими регулаторни рамки и механизми за контрол, които да защитават работниците срещу злополуки и заболявания, да насърчават безопасността на работниците и да санкционират нарушителите с наказания, които са достатъчно категорични, за да действат като възпиращо средство;

– Подкрепа на научните изследвания, достъпа до информация за здравето и безопасността, обучението и участието на работниците в механизмите за намеса по въпроси, свързани с безопасността и здравето при работа;

– Подкрепа на програми за образование и изграждане на капацитет, включително разработване на нови и ефективни форми на организиране;

– Създаване на регионални женски структури;

– Работа с другите глобални синдикати за разработване на достъпен, ефикасен и ефективен международен механизъм за помирение и арбитраж, който да бъде насърчи сключването на обвързващи глобални споразумения и да разрешава спорове между глобалните синдикати и МНК;

– Преговори с мултинационалните компании за включване на този механизъм в глобалните споразумения;

– Борба за законодателство на национално ниво, което поставя задължения за МНК да поемат отговорност за трудовите права във веригите им на доставки;

– Насърчава обмена на информация относно колективните трудови договори, включително координирани стратегии за договаряне;

– Ангажиране чрез активен диалог с мултинационални компании за изграждане на силни индустриални отношения, които дават възможност на синдикалните проблеми да бъдат повдигнати на всички нива на компанията, както и в техните вериги на доставки;

– Преговори и подписване на силни и обвързващи глобални споразумения с мултинационални компании, които да гарантират организиране, сигурност на работните места и колективни трудови договори за всички работници по веригите на доставки в цял свят;

– Разработване на международен механизъм за помирение и арбитраж на труда, който може да се използва за прилагане на задължителни споразумения между глобалните синдикати и МНК;

– Трансформиране на веригите за доставки в индустрията чрез насочване към най-влиятелните компании и постигане на споразумения с по-широк кръг от МНК, които да определят стандартите за световните индустрии, надграждайки споразумението от Бангладеш ACCORD и споразумението ACT по отношение на заплатите за издръжка.

– Изискване за създаването на постоянна институция (национална обсерватория, постоянна кръгла маса или подобни), за да се осигури справедлив преход за всички засегнати работници;

– Насърчаване на основните членове да изискват подходящи политики на пазара на труда, които включват подобрени национални политики в областта на образованието, обучението, преквалификацията и квалификацията, които отчитат променящите се умения, подходящите квалификации за Индустрия 4.0 и които включват синдикатите при проектирането и реализацията;

– Настоява Синдикати 4.0 да отговорят на въздействието на Индустрия 4.0.;

– Кампания за подходящо регулиране и защита на всички нови условия на работа, включително работа от разстояние, мобилна работа, дистанционна работа и работа у дома, чрез стандартите на МОТ, националното законодателство и колективното трудово договаряне.

Конгресът избра отново за Президент на IndustriALL Global Union Йорг Хофман. За Генерален секретар, на мястото на Валтер Санчес, бе избран Атъл Хой. Трима заместници на Генералния секретар са Кристин Оливър, Кан Матсузаки и Кемал Озкан.
