Д-р Иван Кокалов бе преизбран за лидер на Федерацията на синдикатите в здравеопазването

Осмият конгрес на Федерацията на синдикатите в здравеопазването – КНСБ се проведе на 15 октомври.  Делегатите бяха поздравени от президента на КНСБ Пламен Димитров, министъра на здравеопазването д-р Стойчо Кацаров, от директора на Националната здравно осигурителна каса проф. д-р Петко Салчев, от колеги и приятели.

С пълно болшинство за председател на федерацията за периода 2021-2027 г. бе избран д-р Иван Кокалов. За зам.-председатели бяха избрани д-р Пламен Радославов и маг. фарм. Слава Златанова.

Конгресът прие отчетните документи, доклад за дейността на ФСЗ за периода 2016-2021  година, доклад на ЦФКК за същия период, Програмата и плана за действие за 2022- 2027 година.

Вярна на традициите си Федерация на синдикатите  в здравеопазването – КНСБ ще продължи да се бори за:

  • Качествено нова политика по доходите:
  • Изготвяне на план за поетапно увеличение на възнагражденията на работещите в отрасъл „Здравеопазване“ до достигане на средноевропейските възнаграждения;
  • Ежегодно договаряне на началните основни месечни работни заплати, преди приемане на държавния бюджет и на бюджета на Националната здравноосигурителна каса;
  • Обвързване на заплащането с квалификацията и продължаващото обучение на работещите.
  • Отмяна на регистрацията на лечебните заведения за болнична помощ по Търговския закон. Приемане на специфичен Закон за регистрация и финансиране на лечебните заведения за болнична помощ.
  • Ефективен контрол върху изразходването на обществените средства в зависимост от качеството на предоставените медицински услуги от страна на Националната здравноосигурителна каса, Министерство на здравеопазването, професионално съсловните и пациентските организации.
  • Законодателна възбрана за формиране на печалба от използване на публични средства от държавния бюджет, Националната здравноосигурителна каса и общински бюджети.
  • Специален държавен фонд, който независимо от финансовите и икономически резултати на Общинските болници да ги подпомага финансово, с цел осигуряване достъп на гражданите до медицинска помощ – „защитени болници“.
  • Обсъждане на възможността за „таван“ на възнагражденията в здравеопазването на лекари и медицински специалисти при ползване на публични средства.
  • Увеличение на единния стандарт за издръжка на деца за делегираните дейности в системата на общинското здравеопазване.
  • Осъществяване на контрол от Министерството на финансите върху целесъобразното изразходване на публични средства от страна на общините.
  • Изготвяне на програма за продължително обучение и квалификация на персонала, свързана с потребностите от медицинските специалисти по здравни грижи, работещи в детско и училищно здравеопазване.
  • Анализ на действащата нормативна уредба в детско и училищно здравеопазване, с участието на държава, общини и социални партньори, с оглед необходимостта от промени за подобряване на дейността.
  • Конкретни технологични решения в сектора към истинско дигитално здравеопазване навлизане на телемедицината, електронен здравен картон на пациента, електронно направление, електронна рецепта,и възможност за цялостен анализ на здравното състояние на населението.
